They're the work of Filipino actor and TV host Paolo Ballesteros, whose Instagram feed is an entertaining mix of photos of his travels, his cat (more on this later), his daughter Keira, and his mad makeup skills. Above, he's pictured as Katy Perry and the resemblance is quite uncanny, though maybe such a brightly colored wig is cheating a little bit.
